This short article of mine was first published in Planning Week on 4 July 1996.

It reports on the UN summit on human settlements that I had attended in Istanbul the previous month, as RTPI President.  It provides a benchmark against which to compare progress since then, with Habitat III to be held in October 2016, and the 2016-2030 Sustainable Development Goals now including an "urban" goal to "Make cities and human settlements safe, inclusive, resilient and sustainable places". Progress has been slow in getting recognition of the place dimension of development, and slower still in practising the new kind of planning needed to deliver this and the other SDGs, but there has indeed been progress.
